Most of such circuits available Online are copied from somewhere and then designed again. You will find a lot of circuits similar to each other Online. 3. Can you trust these circuits? In most of the cases they are correct but it's better to simulate them first.4. In you particular case, the LED chaser circuit that you shared is correct. I checked from beginning to end. Seems okay. Although, if you have a stable 5 V power supply, you don't need the regulating circuit(L7805 one). Did you simulate the exact same circuit on TinkerCad?
